Improvement is measured around the operation, not assumed from the technology.

Every engagement starts with the existing constraint and the person responsible for the result. A baseline is agreed before building. The same measures are reviewed after commissioning so the site can see whether time, quality or decision speed improved, or whether the constraint simply moved elsewhere.

Decision latency

Time from a signal, request or exception to an accountable decision.

Source timestamps, routed events, acknowledgements and action records.

Administrative effort

Human time spent finding, re-entering, reconciling and formatting information.
